Needless to say, a competent, trained and disciplined workforce is paramount for service delivery. 2. The Government has reviewed the current process of recruitment of the vacant sanctioned posts, and it is observed that, so far, recruitment was carried out in an ad-hoc manner and without definitive timelines for notifications of the posts and that there is a need to streamline the entire procedure. 3. Keeping in view of the above, the Hon’ble Chief Minister has directed the Finance Department to release an Annual Calendar for Recruitment, every year, regarding the posts to be filled up on regular, contract and outsourcing basis. 4. Accordingly, the Finance Department, after obtaining the data of direct recruitment vacancies, has identified the number of direct recruitment posts to be filled up on regular, contract and outsourcing basis, duly aligning the same with the priorities of the Government, and after consultation with Recruiting Agencies, has prepared the Recruitment Calendar for the year 2021-22. 5. The Annual Calendar for Recruitment will provide the following benefits: a. Provide a degree of certainty amongst the aspiring Youth and Stakeholder Departments & the Recruitment Agencies b. Avoid the bunching of recruitment c. Ensure smooth career progression of the new employees (P.T.O) ::2:: 6. In pursuance of the above, Government hereby permit the Department wise and Post-wise recruitment, as mentioned in Annexure-A to be taken up by the concerned Recruiting Agencies for 10,143 posts (Ten thousand one hundred and forty three), as per the Month wise Calendar of recruitment appended at Annexure-B. 7. The APPSC, APSLPRB and DSCs, & other Recruiting agencies are hereby permitted to take up the process of recruitment with reference to the posts mentioned in Annexure-A, after obtaining the confirmation of the vacancies from the respective Departments, duly following the procedure in vogue. 8. All the concerned administrative Departments and the Heads of Departments concerned shall furnish details of all vacant posts permitted in this order, including the zone/district wise vacancy position, roster points and qualifications, etc., to the respective Recruitment Agencies immediately. 9. The above vacancies are now in existence. The Ranked list published by the Commission in response to this notification shall remain in force for a minimum period of one year provided that the said list will continue to be in force till the publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. 7 Qualifications Degree in Pharmacy of a recognized University. Note:-
1. Direct Recruitees shall be on training for six months from the date of joining in service. Probation shall commence after successful completion of training.
2. Rule 10(a)ii of Part II KS & SSR is applicable.
3. Candidates who claim equivalent qualifications instead of qualification mentioned in the Notification shall produce the relevant Government Order to prove the equivalency at the time of verification, then only such qualification shall be treated as equivalent to the prescribed qualification concerned.


4. In the case of difference in original Caste/Community claimed in the application and that entered on SSLC book, the candidates shall produce Gazette notification in this regard,        along        with         Non        Creamy                   Layer Certificate/Community Certificate at the time of certificate verification.

8. Mode of submitting Application:-

(a) Candidates must register as per 'ONE TIME REGISTRATION' with the official Website of Kerala Public Service Commission 'www.keralapsc.gov.in' before applying for the post. Candidates who have registered can apply by logging on to their profile using their User-ID and password.   • Bachelor’s Degree in Pharmacy or Pharmaceutical Chemistry or a post-Graduate Degree in Chemistry with pharmaceutics as essential subject of an University
    established in India by the Law or its equivalent qualification recognized and
    notified by the Central Government for such purpose or the Associateship Diploma
    of the Institution of Chemists (India) obtained by passing the Examination with
    “Analysis of Drugs and pharmaceuticals” as one of the subject.
  • Bachelor’s Degree in Science or Graduate in Medicine of an University recognized
    for this purpose by the appointing authority and has had at least one year’s postgraduate training in a laboratory under (i) a Government Analyst appointed under
    the Act, or (ii) a Chemical Examiner, or (iii) the head of an institution specifically
    approved for the purpose by the appointing authority;
    Provided that only those Inspectors:-
    (i) who have not less than 18 months experience in the manufacture of at least one
    of the substances specified in Schedule-C; OR
    (ii) who have not less than 18 months’ experience in testing of at least one of the
    substances specified in Schedule–C in a laboratory approved for this purpose, by the
    Licensing Authority; OR
    (iii) who have gained experience of not less than three years in the inspection of
    firm manufacturing any of the substances specified in Schedule-C appended to these
    rules during the tenure of their service as Drug Inspectors shall be authorized to
    inspect the manufacture of the substances mentioned in Schedule-C.
Desirable Qualification:-
Knowledge of customs, manners and dialects of H.P. and suitability for
appointment in the peculiar conditions prevailing in the Pradesh
Pay band: 10300-34800/-+ ` 4200/- (Grade Pay)

c) After submitting the Online Recruitment Application(s) (ORA), the candidates are
required to take a printout of the finally submitted Online Recruitment Application and
submit the same along with requisite attested documents/certificates in support of their
eligibility to the concerned Section Officer i.e. R-I, either by hand or post within 07 days
from the prescribed last date of receipt of applications failing which his/her candidature

Mode of Payment:-
The desirous & eligible candidates shall pay the examination fee fixed categorywise online by debit or credit card or internet banking through “ePayment Gateway”, as the case
may be, on or before the prescribed closing date for submission of online recruitment
applications through OTRS portal. While making payment through “e-Payment Gateway” the candidate(s) shall pay the fixed amount through Debit or Credit Card only after accepting the “Terms and Conditions to apply online”. Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection. OTHER CONDITIONS:-
1. All candidates, whether in Government Service or Government owned Industrial or Public
Enterprises or other similar organizations or in private employment should submit their
applications online directly to the Commission. Persons already in regular Government service, whether in a permanent or temporary capacity are required to submit a declaration that they have informed in writing to their Head of Office/ Department that they have applied for a particular post. In case, a communication is received from their employer by the Commission withholding permission to any candidate applying for/ appearing for the examination, his/her application(s) will be liable to be rejected.
2. Contract/Casual/ adhoc / daily rated/ work charged employees do not need to produce NOC from the concerned employer.
3. In Government service (regular service) candidates may apply to the Commission along with requisite examination fees with information to their Head of Departments / Employer for issuing NOC. Any candidates, who are in regular Government Service or Government owned Industrial service, will not be interviewed unless he/she produces NOC from the concerned employer.

4. It may be ensured by the candidates before submitting the applications that furnishing of false information and documents or suppression of any factual information in the application form would entail disqualification. If the fact that false information / document(s) has been furnished or that there has been suppression of any factual information in the application; comes to the notice at any
time during the service of a person, his service would be liable to be terminated.
5. The candidates applying for the post(s) should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all stages of screening test/ examination for which they are admitted by the Commission, viz., written examination and Personality Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions.
